What sits in division 61
Division 61 is for companies that carry voice and data. Infrastructure is what separates the codes. Operators of wired, fixed-line networks use 61100. Wireless and mobile operators use 61200. Everything else falls into 61900, easily the most registered of the three. That includes VoIP providers, telecoms resellers, airtime dealers and internet service providers running on wholesale networks they do not own. The shape matches the real UK market. A handful of network owners sit under a long tail of channel partners and resellers, and the long tail fills the public record.
Most companies here resell capacity. So the wholesale carriers and their distributors sell into this division all the time, competing to sign channel partners. Billing platform vendors, number porting and provisioning services and comms recruiters follow close behind. Accountants target the many small resellers built on recurring commission. A new 61900 company is often a salesperson who has left an employer to start a dealership. Supplier agreements get signed in those first weeks, so early contact wins. Growth in filed accounts usually means a bigger customer base, with more interconnect and billing to handle.
How to read a division 61 code
A UK SIC code is five digits and division 61 is the first two of them. Everything filed under 61 shares those digits: all 4 codes below begin 61, then the third digit narrows to a group, the fourth to a class and the fifth to the subclass a company actually picks. Division 61 sits inside section J, information and communication, which is the broadest tier of the classification. So a code is read left to right, from an industry down to a specific activity.

Use 61900, other telecommunications activities. It is the standard home for VoIP services, resellers, airtime dealers and ISPs running over networks owned by others.
