What sits in division 53
Division 53 covers moving letters and parcels. Its structure comes from old postal licensing language. Code 53100 is for universal service postal operations. Code 53201 is for licensed carriers, and 53202 for unlicensed carriers. In practice 53202 is where the UK courier boom shows up. It is packed with owner-driver limited companies subcontracting to parcel networks, same-day couriers and last-mile delivery firms. Many are one person with one van, incorporated on an accountant's advice. Road haulage sits next door in 49410. Parcels versus pallets usually decides which side a company lands on.
All those owner-drivers make this a volume market. Van leasing and finance brokers work these codes, as do courier and goods-in-transit insurers, fuel card sellers and accountants who specialise in subcontract drivers. Every new courier company needs the same starter kit: a van, cover and bookkeeping. Incorporation date is the key signal, because the need is sharpest in the first month of trading. At the larger end, route optimisation software vendors and recruiters target established delivery firms. Growth in filed accounts there hints at more vans and more depots.
How to read a division 53 code
A UK SIC code is five digits and division 53 is the first two of them. Everything filed under 53 shares those digits: all 3 codes below begin 53, then the third digit narrows to a group, the fourth to a class and the fifth to the subclass a company actually picks. Division 53 sits inside section H, transportation and storage, which is the broadest tier of the classification. So a code is read left to right, from an industry down to a specific activity.

Companies choose their own codes at incorporation and can change them on any confirmation statement, and Companies House does not check the answer. A company may list up to four. That is worth knowing before you treat any division total as a headcount: the numbers here are what companies said about themselves, on the August 2026 register, and the largest single code in this division is 53202, unlicensed carriers.

Division 53 holds 3 codes and 17,094 active companies between them. One code carries most of it: 53202 accounts for 61 per cent on its own, and the other 2 codes account for the rest. Filtering by the whole division is therefore close to filtering by 53202 with a tail attached, so start from the code and widen only if the list runs dry.

I deliver parcels for a courier network through my own limited company. Which code should I use?
Use 53202, unlicensed carriers. It is the usual choice for self-employed and subcontract couriers trading through a limited company, including drivers on the major parcel networks. You pick the code yourself when you form the company. You can change it later on a confirmation statement. No licence or approval is needed to use it.
What is the difference between licensed (53201) and unlicensed (53202) carriers?
The labels are a leftover from postal regulation. They are not a vehicle or operator licence test. Code 53100 covers universal service post. Code 53201 once covered carriers working under a postal licence. Code 53202 covers everything else. Almost every independent courier, same-day and last-mile business simply uses 53202. Companies House applies no check either way.
