What sits in division 25
This is the UK's metalworking division. The biggest group sits under 25990, the catch-all for fabricated metal products. Next comes 25110 for structural steelwork firms, who make frames, balconies and architectural metalwork. Then 25620 for precision machining shops running CNC mills and lathes. Together those codes cover most general fabricators, welders with premises and subcontract engineering shops. Machinery itself is not in this division. It belongs in 28. That line catches out a lot of engineering companies when they register.
The skills shortage decides who sells into this division. Engineering recruiters mine it for firms that will need welders, fabricators and machinists. How to read a division 25 code
A UK SIC code is five digits and division 25 is the first two of them. Everything filed under 25 shares those digits: all 6 codes below begin 25, then the third digit narrows to a group, the fourth to a class and the fifth to the subclass a company actually picks. Division 25 sits inside section C, manufacturing, which is the broadest tier of the classification. So a code is read left to right, from an industry down to a specific activity.

Should an engineering workshop register under 25620 machining or a division 28 machinery code?
Ask what leaves the building. If you machine components, 25620 is right, whether the parts go to aerospace, automotive or general industry. Customers may call you an engineering firm anyway. Division 28 is for companies whose finished product is a machine. Subcontract shops nearly always belong in 25. If you are unsure, list the code that matches most of your revenue. You can change it later on a confirmation statement.
Does a steel fabricator that also installs on site need a construction SIC code?
It is worth adding one. Fabrication belongs under 25110. Erecting structural steel on site has its own construction code. Listing both paints an accurate picture for insurers, main contractors and prequalification schemes that read the public record. A company can hold up to four codes from any mix of divisions. Declare them at incorporation, or amend them on the CS01 confirmation statement.
